As of August 3, 2026, paper identity cards will no longer be valid for international travel, regardless of the expiration date printed on the back.
Decree-Law No. 108 of June 26, 2026, has introduced several key changes:
- Identification purposes: Valid (unexpired) paper identity cards may still be used as a means of identification when dealing with the Italian Public Administration, public service providers, and Consulates.
- Emergency travel documents: In urgent cases, Italian Municipalities (Comuni) may issue a temporary, non-renewable identity document valid for travel. This document will have a maximum validity of 6 months. Please note that it may not be accepted by all foreign countries; you should verify entry requirements on the Viaggiare Sicuri website.

Furthermore, as stipulated by Law No. 11 of January 19, 2026, Italian citizens residing abroad and registered with AIRE have been able to apply for a CIE at any Italian Municipality since June 1st. Please remember to bring your Fiscal Code (Codice Fiscale).
